At an open session of Iranian Parliament (Majlis), the MP Elias Naderan commented on Tehran's recent declaration and regarded it as a step forward in pursuing the Islamic Republic's nuclear program.

The lawmaker who sits for Tehran in the Majlis told Khabar Online correspondent that Iranian nuclear agreement signed with Turkey and Brazil on Monday will commit all parties involved in the nuclear dispute to its content. 

The Turkish-Brazilian brokered proposal made and approved on the sidelines of the late G 15 Summit in Tehran is a confidence-building plan for Iran to stave off a fourth round of sanctions driven by the West powers to be imposed on the Islamic Republic.  

As he said one party is Vienna group including United States, France and Russia as well as International Atomic Energy Agency (IAEA): "The content of the declaration signifies that what signed at Tehran meeting was rather a letter of understanding than a finalized 'protocol' and it will be simply put into practice when all parties approve it."  

On the promising aspects of this "letter of understanding" he said: "A positive outcome would be paving the way for the cooperation of Iran and IAEA which makes the international situation a win-win scene for the Islamic Republic. It means that the deal both provides the necessary security and guarantees our rights in nuclear fuel swap, and provides the ground for international economic cooperation which has been blocked by the sanctions imposed."  

The member of the Principalist fraction of the Parliament added: "However due to the unfulfilled promises made by the West, the Majlis has become sensitive to the issue asking the government to confirm necessary guarantees committing them to remove sanctions on Iran and recognize our nuclear program."   

Naderan referred to the doubts expressed by some MPs at the open session of the Majlis yesterday: "The letter of understanding simply illustrates the issue in general which may be interpreted differently.  The Islamic Republic requests all parties to accept our nuclear fuel cycle and retract the suggestions made to put embargos on Iran. But before that they must announce their opinion unquestionably." 

"The tripartite agreement at first would blunt the international consensus against Iran, secondly it would involve new countries in the nuclear equations of the country. Also it will neutralize the efforts made by some accuser countries including Britain and Germany in diplomatic negotiations," he stated. 

The lawmaker believes what agreed in Tehran declaration is certainly in the best interests of the Islamic Republic.  

On what called Iran's retreat from its former position on nuclear fuel swap within the soil of the country, Naderan commented: "Based on what approved, the nuclear fuel is not to be exchanged in Turkey. To show its good intentions, Islamic Republic has expressed readiness to trust its 3.5 percent enriched fuel to Turkey not as a delivery.  

"It would be acceptable only if the world powers withdraw their plans on imposing more sanctions on Iran and avoid putting obstacles on the way of establishing new nuclear power stations. On the other hand Iran is to receive the fuel enriched to 20 percent directly, not through Turkey. The details of the agreement will be disclosed later," he added.   

However, the United States and European officials had reacted skeptically to the proposal of Tehran declaration, claiming it still allows Iran to carry on enriching uranium toward the achievement of a nuclear weapon which has been repeatedly denied by the Islamic public. The US Secretary of State Hillary Clinton said yesterday: "There are a number of unanswered questions regarding the announcement coming from Tehran."
